Educational Services | California Teachers of English Learners (CTEL) Examination - Cultural, Language, and Academic Development (CLAD) Certificate
The California Department of Education has designated the Riverside County Department of Education (RCOE) as a Bilingual Teacher Training Program (BTTP) agency. This program is especially designed to assist teachers in the acquisition and development of skills to work with English Learners (ELs).
Instructional Services offers courses for teachers (K-12) who already possess a basic credential and are seeking their English Learner (EL) Authorization certificate by examination from the California Commission on Teacher Credentialing (CCTC). This certificate, also know as the Cross-Cultural, Language, and Academic Development, or CLAD, certificate, authorizes teachers to provide specialized instruction to English Learners. Teachers must demonstrate competence in the knowledge and skill areas necessary for effective teaching of English Learners by taking the California Teacher of English Learners (CTEL) Examination, in order to receive the EL Authorization/CLAD Certificate.
The CTEL examinations replaced the CLAD examinations, which expired in June 2006. The CTEL Examination is composed of three separate subtests. The CTEL 1 subtest covers language and language development, while the CTEL 2 subtest addresses assessment and instruction. The focus of the final subtest, CTEL 3, is culture and inclusion.
IS offers training that is aligned with and prepares teachers to take the CTEL 1, 2, and/or 3 examinations. A CTEL review is also offered twice a year in preparation for the CTEL examinations.
