Educational Services | Response to Instruction and Intervention (RtI²)

Instructional Services provides district and site training of all aspects of Response to Instruction and Intervention (RtI²). Response to instruction and intervention (RtI²) is a comprehensive multi-tier approach to ensuring student academic and behavioral success.  RtI² is based on providing high quality instruction and tiers of interventions based on frequent monitoring of student progress and response to provided interventions. “Response to intervention integrates assessment and intervention within a multi-level prevention system to maximize student achievement and to reduce behavior problems.  With RtI², schools identify students at-risk for poor learning outcomes, monitor student progress, provide evidence-based interventions and adjust the intensity and nature of those interventions depending on a student’s responsiveness, and identify students with learning disabilities or other disabilities” (http://www.rti4success.org/).

Response to Instruction and Intervention – Academic and Behavioral: Three tier pyramid indicating Tier One at the bottom of the pyramid with bulleted items: Prevention; School-wide; All Students and Staff; Best First Instruction with Universal Access; Tier Two in the middle of the pyramid with items: Targeted; Additional Time and Intensity; and Tier Three at the top of the pyramid with item: Customized. Notes to the side of the pyramid indicate Tier Three is Customized; Tier Two is for students that need additional targeted interventions; and all three tiers indicate that all students have access; progress monitoring; research based, collaborative, and high-quality instruction.

Response to Intervention Flow Map – Academic and Behavioral: The flow chart begins with Universal Screening. – Identify which students will be monitored regularly for interventions. – Tier One: Provide best first instruction and Universal access. – Progress monitoring. – Identify which students are not responding to Tier One. – Determine which students need additional intervention. – Use a diagnostic assessment to determine specific intervention needs. – Intervention team determines specific research based interventions that will be implemented. – Implement Tier Two interventions (6-8 weeks) and monitor implementation. – Monitor student response. Determine next response. – Determine additional interventions needed based on student need and data. – Implement Tier Three interventions and monitor implementation. – Monitor student response. – Repeat cycle.

Why RtI²?

A major goal of Riverside County Office of Education is to create an educational environment that ensures that all students are able to graduate from high school and are prepared for post K-12 education or to successfully enter the work force.  In order to ensure this, strong educational programs, monitoring of student learning, and targeted interventions must be available to all students once they enter into the educational system.  RtI² is a framework that focuses on the development of strong programs as well as tiers of interventions for students based on regular data analysis and monitoring. The goal is early identification and prevention of academic or behavior concerns in order to ensure student success.  Ultimately, the work of RtI² is the creation of an education system that meets the needs of all students, closes the achievement gap, and ensures all students graduate from high school.
