Passage of the California State Budget and its impact on Public Education
Kenneth M. Young, Riverside County Superintendent of Schools, today (Friday, February 20, 2009) issued the following statement on the Legislature’s approval of the state budget:
“The adjustments to the current year budget adopted yesterday by the Legislature appear to have resolved an imbalance between revenues and expenditures which has existed since July 1 of last year. How this will ultimately affect the budget for the 2009-10 budget year depends upon voter approval of several propositions in May.
“The budget adjustments made yesterday will reduce Prop. 98 funding for K-14 education by approximately $7.4 billion. Unfortunately, part of the Legislature’s solution is to transfer the state’s cash flow problems onto local school districts.
“I am pleased to see that the budget adds flexibility for our local school districts to use categorical funding to provide educational services based on student needs and a focus on student learning and academic achievement.
“As public education continues to experience substantial cuts in funding each year, dropping California to 49th in the nation in per-pupil funding, the need is greater than ever before to look at the 2007 Stanford studies called “Getting Down to Facts” and develop a reform of California’s dysfunctional budget process for public education.”
