Friday, March 13, 2008
MORENO VALLEY – Governor Arnold Schwarzenegger appointed Canyon Springs High School teacher Chuck Gahagan, 61, of Moreno Valley, to the Commission on Teacher Credentialing on Thursday.
In 1986, he became a member of the school’s original staff and is currently serving as an English and film studies teacher. Gahagan is the co-chair of the WASC Accreditation Leadership Team and holds a continuing clear single subject credential for English, GATE certificate and CLAD certificate. Gahagan earned a Master of Arts degree in English literature from Oakland University and a Bachelor of Arts degree in English literature from Michigan State University.
He also works with beginning teachers through the Riverside County Office of Education BTSA program.
The California Commission on Teacher Credentialing is an agency in the Executive Branch of California State Government. It was created in 1970 by the Ryan Act and is the oldest of the autonomous state standards boards in the nation. The major purpose of the agency is to serve as a state standards board for educator preparation for the public schools of California, the licensing and credentialing of professional educators in the State, the enforcement of professional practices of educators, and the discipline of credential holders in the State of California.
The California Commission on Teacher Credentialing consists of nineteen Members, fifteen voting Members and four ex-officio, non-voting Members. Gahagan will be a voting member as a Teacher Representative. The Governor appoints fourteen voting Commissioners and the State Superintendent of Public Instruction or his/her designee serves as the fifteenth voting Member. Each of the major elements of the California higher education constituency (Association of Independent California Colleges and Universities; Regents of the University of California; California Postsecondary Education Commission; and the California State University) selects the four ex-officio Members. The Governor-appointed Commissioners consist of six classroom teachers, which Gahagan will be among, one school administrator, one school board member, one school counselor or services credential holder, one higher education faculty member from an institution for teacher education and four public members. Governor appointed Commissioners are typically appointed to four-year terms, and serve as volunteers in unpaid positions.
Gahagan’s term will expire in November of 2012. This position requires Senate confirmation.
From 1969 to 1971 and 1974 to 1986, Gahagan was a teacher of English, humanities and journalism for Mount Clemens High School in Michigan. He served in the U.S. Army in a variety of positions, including Russian intercept operator, translator, transcriber, senior transcriber and German translator from 1972 to 1974.
