Division of Administration and Business Services
District Fiscal Services (DFS): District Fiscal Services processes payroll for over 55,100 employees in 22 school districts and four community colleges in Riverside County. This totals over $1.5 billion a year. DFS also processes more than 1,500 commercial payments daily for goods and services totaling more than $1 billion a year. The county superintendent of schools has the responsibility for the final approval of the adopted budget of each school district in the county. This responsibility also includes interim financial reports and regular monitoring for fiscal solvency throughout the year. In 2004-2005 the county superintendent approved school district budgets totaling more than $3.8 billion. School districts and community college districts are required by law to deposit their monies in the county treasury. DFS maintains over 300 separate funds for school districts and community colleges with an average balance of more than $1 billion.
Centralized Support Services (CSS): Centralized Support Services is the department responsible for all financial accounting and transactions within the Riverside County Office of Education programs. The combined budgets for RCOE and SELPA are more than $345 million. CSS processes approximately 3,500 monthly payments to local child care providers that serve some 71,462 children, infusing more than $33 million annually to the local communities. CSS processes an average of 805 contracts and purchase orders per month, totaling in excess of $707 million each year.
Facilities, Maintenance, and Operations Services (FMOS): The Facilities, Maintenance, and Operations Services department is responsible for ensuring that all students served in SELPA programs have adequate classroom facilities that are well maintained. Additionally, FMOS provides a variety of facility planning support to school districts in the county.
Information Services: Information Services supports the deployment and customer needs for computer software applications in use in Riverside County schools. Besides a comprehensive integrated business/personnel system, Information Services also supports a student information system used by nine districts. We serve more than 2,800 users in our systems. This year we are adding support for an asset management and an upgraded integrated purchasing system.
Data Processing and Network Services: Data Processing and Network Services keeps all Riverside County Office of Education (RCOE) programs and services, as well as all contracting districts, at the cutting edge of technology by specifying, installing, maintaining, and replacing servers and high-speed printers that keep crucial business processes functioning. Mission-critical business applications are being serviced out of load-balanced application server clusters. Back-end services already run under high availability Unix platforms in a MC/ServiceGuard environment.
Network and Telecommunications Services: The department is charged with keeping RCOE and contracting districts online through the architecture, installation, and management of data networks. Our current internet connection bandwidth is 155 Mbps, providing significantly faster access times for school districts using RCOE as an internet service provider. We provide a full array of name services, secondary name services, and traffic monitoring services, among others to RCOE and contracting districts. In addition, we run our own voice (telephone) services linking all RCOE regional offices and some other program offices to our main campus.
Systems Development: Systems Development develops and supports software systems used by RCOE and the districts throughout Riverside County. The Galaxy Business System is a fully integrated system encompassing 16 business areas that is used by 22 K-12 districts, the four community colleges, and RCOE. Each year, Galaxy handles in excess of $3.5 billion in accounting transactions, as well as processes payrolls for more than 50,000 employees. Systems Development also supports the automated scoring of student events such as Academic Decathlon and Mock Trial.
