Division of Administration and Business Services
Data Processing and Network Services keeps all Riverside County Office of Education (RCOE) programs and services, as well as all contracting districts, at the cutting edge of technology by specifying, installing, maintaining, and replacing servers and high-speed printers that keep crucial business processes functioning.
Network and Telecommunications Services: The department is charged with keeping RCOE and contracting districts online through the architecture, installation, and management of data networks. We provide a full array of name services, secondary name services, and traffic monitoring services, among others to RCOE and contracting districts. In addition, we run our own voice (telephone) services linking all RCOE regional offices and some other program offices to our main campus.
Business Services (BS): Business Services is the department responsible for all financial accounting and transactions within the Riverside County Office of Education programs. As of October 31, 2007, the operating budget for RCOE is $273 million. Business Services processes approximately 3,800 monthly payments to local child care providers that serve some 73,607 children, infusing more than $37.7 million annually to the local communities. Business Services processes an average of 1,047 contracts and purchase orders per month, totaling in excess of $141,193,073 million each year.
Maintenance & Operations: The department works with program administrators to provide an environment that is safe, healthy, clean, and in good repair. Depending on the particular site, the Maintenance & Operations Department either directly provides or supervises the cleaning, maintenance, and grounds services at various locations throughout the County. The department provides 24/7 emergency response, routine and preventive maintenance services, and deferred maintenance/projects as necessary.
District Fiscal and Administrative Services (DFAS): District Fiscal and Administrative Services processes payroll for over 45,424 employees in 21 school districts, four community colleges, and two charter schools in Riverside County. This totals over $1.9 billion a year. DFAS also processes more than 1,600 commercial payments daily for goods and services totaling more than $2.1 billion a year. The county superintendent of schools has the responsibility for the final approval of the adopted budget of each school district in the county. In 2007-08 the county superintendent approved school district budgets totaling more than $5.9 billion. School districts and community college districts are required by law to deposit their monies in the county treasury. DFAS maintains over 300 separate funds for school districts and community colleges with an average balance of more than $1.8 billion.
Facilities Services: The Facilities department is responsible for providing adequate and timely facilities for all students served in the SELPA programs and Alternative Education programs where eligibility for state school construction funding is available. In addition, the department seeks modernization funding for eligible facilities that meet age eligibility thresholds. The department plays a leadership role in the county by providing a variety of facility planning support activities to the twenty-three school districts in the county. The department has recently completed a Regional Learning Center in Riverside and is in construction of another center in San Jacinto. Future centers will be located in Jurupa, Moreno Valley, Murrieta and the desert area (more information).
System Development and Support Services: System Development and Support Services designs, develops, tests, deploys and supports software to meet customer needs for use in Riverside County schools. Besides a comprehensive integrated business/personnel system, Galaxy, System Development and Support Services also support a student information system used by nine districts. The Galaxy Business System is a fully integrated system encompassing 16 business areas used by 22 K-12 districts, four community colleges, several charter schools and the Riverside County Office of Education. A third party comprehensive purchasing system is also supported. We serve more than 4,500 user accounts in our systems combined. We are currently migrating Galaxy code from an older, obsolete platform toa newer, more modern technology. Each year, Galaxy accurately processes payrolls for more than 50,000 employees.
