The California General Child Care and Development Program (CCTR) provides state-subsidized child care services for eligible families with children from birth through age 12. Funded by the California Department of Social Services, CCTR ensures that working families and those with demonstrated need have access to safe, nurturing, and developmentally appropriate care throughout Riverside County.
Child care services are provided through licensed early learning centers and must meet the regulatory standards outlined in:
- Title 5 – California Code of Regulations (administered by the California Department of Education)
- Title 22 – Community Care Licensing regulations (administered by the California Department of Social Services)
These regulations help guarantee program quality, safety, and accountability at every site.

Who Is Eligible?
The California General Child Care and Center Based Program (CCTR) is a state-subsidized program designed to assist eligible families with affordable child care services. Many families may qualify for cost-assisted child care based on the following criteria:

Program Goals
