The U.S. Department of Education (ED) administers programs authorized and funded by Congress. These programs provide financial aid for:
-
eligible applicants for elementary, secondary, and college education;
-
the education of individuals with disabilities and of those who are illiterate, disadvantaged, or gifted; and
-
the education of immigrants, American Indians, and people with limited English proficiency.
The California Department of Education (CDE) receives this financial aid in the form of federal grants from the U.S. Department of Education and distributes the funding to LEAs according to the guidelines of the grant.

Comprehensive Support and Improvement (CSI)
A federal program providing CSI funds to LEAs to develop and implement school plans to improve student outcomes. CSI is a federally funded initiative under the Every Student Succeeds Act (ESSA) designed to support schools identified as needing intensive intervention. Schools qualify for CSI based on performance indicators such as low graduation rates or placement in the lowest-performing 5% statewide. CSI identifications are made in alignment with the Local Control and Accountability Plan (LCAP) cycle, occurring every three years to ensure strategic planning and sustained support. Grant allocations are provided to local educational agencies (LEAs) to implement targeted, evidence-based actions that are grounded in a comprehensive needs assessment and root cause analysis. These funds are intended to reduce resource inequities and support sustainable improvement efforts that can be effectively monitored and evaluated over time. -

-
To support the development, implementation, and evaluation of CSI, ATSI, and TSI plans—articulated within the Single Plan for Student Achievement (SPSA)—school and district teams frequently rely on a suite of powerful tools. These include:
-
A Planning Toolkit that guides teams through federal and state requirements, streamlining the improvement planning process.
-
A Data Visualization Tool that highlights student group performance across state indicators, helping teams identify gaps and monitor progress with clarity.
-
An Evidence-Based Intervention Notebook that supports the selection, implementation, and evaluation of federally funded actions designed to address ESSA eligibility and root causes.
Together, these resources ensure that improvement efforts are strategic, data-driven, and aligned with compliance expectations—ultimately driving better outcomes for all students.
