Long-Term English Learner (LTEL) Task Force

Riverside County Office of Education (RCOE) recognizes the challenges that districts and schools face in meeting the linguistic and academic needs of their English Learners (ELs). In reviewing the data from the districts in the county, a pattern emerged with regard to the number of English Learners who have been in US schools for more than five years and who have not yet acquired high levels of proficiency in English and corresponding high levels of academic achievement assessed in English. These students are considered Long-Term English Learners (LTELs). As a result, a county-wide task force has been formed to provide support for districts and schools as they seek to move their LTELs to proficiency in English and to high levels of academic achievement toward redesignation so that they can graduate high school well prepared for college and the work force.
