Literacy by Fifth Grade Initiative

The Literacy by 5th Grade Initiative strives to promote and expand literacy throughout Riverside County. Strong literacy skills are the foundation of all learning and contribute to a student’s ability to graduate from high school academically and socially prepared for college, the workforce, and civic responsibility.

The RCOE Literacy Network (DLN) was formed and charged with working together to improve literacy in Riverside County by determining reasons for inequities and disparities. The District Literacy Network researched key areas of focus to identify leverage points for sustainable change.

PK-6 Literacy Roadmap

The PK-6 Literacy Roadmap (PDF) was designed to support districts with their individual literacy action plans. A literacy continuum based on the Literacy standards TK-6 grade (phonics, comprehension, vocabulary, and writing) was also established.

Colorín Colorado
Colorín Colorado is a website for educators and families of English Language Learners (ELLs) in grades PreK-12.

Latino Family Literacy Project
The Latino Family Literacy Project offers parent participation programs as well as training to help teachers to give meaningful English Learner programs.

Latino Stories
Latino Stories offers resources for the study of Latino Latinx literature, books, writers, and culture.

Lil' Libros
Lil' Libros was created to encourage parents to read to their children in two languages while also introducing them to concepts such as first words, numbers, colors, shapes, and biographies, as well as to honor Latin American culture and important figures in its history.

Reading Rockets

Reading Rockets gathered together an extensive collection of resources about reading, including topical research briefs and reports, descriptions of nonprofit, state and federal literacy organizations, and free reading guides for parents and educators.

Imagination Library

Dolly Parton’s Imagination Library is dedicated to inspiring a love of reading by gifting books free of charge to children from birth to age five, through funding shared by Dolly Parton and local community partners in the United States, Canada, United Kingdom, Australia and Republic of Ireland.

Unite for Literacy

At Unite for Literacy, they picture a world where all children have access to an abundance of books that celebrate their languages and cultures and cultivate a lifelong love of reading. Their projects build home libraries and support families to develop a daily habit of reading, both of which are key factors in growing lifelong readers.

Riverside County Library System - Riverside County Libraries

The Riverside County Library System is your information pathway. Everyone is welcome to use the Riverside County Library System. To get a free library card, you will need to show either a valid California Driver License with a current address or two forms of identification, one showing who you are and the other indicating your current California mailing address.

Early Learning • ZERO TO THREE

Babies are born learning. Very young children are learning through play, the active exploration of their environment, and, most importantly, through interactions with the significant adults in their lives.

Center for Early literacy Learning : CELL

The goal of the Center for Early Literacy Learning (CELL) is to promote the adoption and sustained use of evidence-based early literacy learning practices. This site has resources for early childhood intervention practitioners, parents, and other caregivers of children, birth to five years of age, with identified disabilities, developmental delays, and those at-risk for poor outcomes. 

What Is Phonological Awareness?

The Riverside County Early Learning and Literacy Project will be putting a focus on Phonological Awareness and Language Development. This short video explains how Phonological Awareness differs from the traditional rote literacy skills that we work on with preschoolers. 

Scholastic Learn at Home for Families

Scholastic Learn at Home offers a 20-day active learning journey to complement and sustain educational opportunities for children who are unable to attend school.

Math and Literacy—The Perfect Pair

Riverside County Early Education Programs is pleased to announce that Representative Mark Takano (California 41st District) has secured $1 million in Community Project Funding to support early literacy across the county. The goal of the Riverside County Early Learning and Literacy Project (RCELLP) is to improve school readiness by increasing the capacity of preschool teachers and early learning providers. RCELLP provides additional training, curriculum, support, and resources to early learning teachers and providers in order for them to better serve children ages 2-5 and prepare them for kindergarten.

Our RCOE Special Education team is excited to launch their Multicultural Literacy Project. Books representing a variety of unique cultural traditions are being purchased for each classroom. In addition, sets of multicultural literature that are conducive to adaptations and scaffolded for students with varying instructional needs will be purchased.  

The project is designed to promote the instruction of reading skills and instill a love for reading in our students through books that teach tolerance, equity, and greater knowledge of our global society.

Reading aloud to children daily is an effective way to help them become successful readers, and our RCOE team members are doing their part by reading children's books aloud and making the recordings available for all. Here's a sample:

Instructional Services has provided over 30 literacy workshops focused on beginning readers, 3-5 grade students, and integrating art, science, and math into the reading process.
