Clear Administrative Services Credential Program

The School of Education at RCOE provides the California Administrative Services Credential (CASC) Program, a two-year, job-embedded, individualized coaching program for recently hired school administrators working under the Preliminary Administrative Services Credential (PASC). New administrators must begin a CASC Program within one year of beginning an administrative position.

Program Overview

Our exceptional research-based program is individualized, providing each candidate the opportunity to showcase administrative and operational knowledge, skills, and dispositions needed to effectively lead, manage, and improve educational organizations. 

Program Benefits Include:

• Tailored support including one-on-one coaching with a skilled, veteran administrator provided by the program. Networking opportunities with job-alike peers, and individualized professional learning experiences.
• The candidate’s (a) Individual Induction Plan (IIP), developed collaboratively with the candidate, employer, and program representative, and connected to LCAP priority areas, and (b) culminating portfolio both represent active leadership development grounded in the California Standards for Educational Leaders (CPSEL).
• CalAPA support is available for those who did not complete/pass any cycle during their preliminary program.

Program Completion Requirements

Candidates must successfully complete all program requirements prior to recommendation for the Clear Administrative Services Credential, including: 

• Development, implementation, and completion of the Individualized Induction Plan (IIP)
• Completion of required coaching hours, including both total and face-to-face requirements
• Completion of professional learning activities with documented reflection
• Submission of a portfolio demonstrating leadership growth and impact aligned to CPSEL
• Completion of all program checkpoints, assessments, and required documentation
• Verification of two years of successful, full-time experience in a qualifying administrative position

Candidates must complete two years of successful, full-time experience in a qualifying administrative position while holding a valid Preliminary Administrative Services Credential prior to recommendation for the Clear Administrative Services Credential.

Program Fees:

The cost to participate is $7,500 which includes the $500 deposit that is submitted with the online application. There are multiple payment options available to help candidates pay for the program; details can be found in the payment plan which is part of the online application.

Enrollment Deadlines:

The application deadline for fall CASC is August 31 for each program year. The fall CASC cohort begins in October of each program year.

The application deadline for spring CASC is March 31 for each program year. The spring CASC cohort begins in May each program year.

*Note: If the program is at capacity for a cohort, prospective candidate applications will be considered for the upcoming enrollment period.

Eligibility

Enrolling candidates must:

• Currently, be employed in an administrative position that requires an Administrative Services Credential.
• Possess (1) a valid Preliminary Administrative Services Credential or (2) a Certificate of Eligibility with a letter from the employing district verifying that the application process for the Preliminary Administrative Services Credential has begun.
• Enroll in a Clear Administrative Services Credential Program within one year of starting an initial administrative position.
