Foster Youth Services Coordinating Program

The purpose of the Foster Youth Services Coordinating Program (FYSCP) is to build the capacity of our 23 Riverside County school districts and charter schools and assist them in increasing educational outcomes for foster youth in Riverside County. FYSCP is fully funded by a grant from the California Department of Education.

FYSCP partners with districts to advance foster youth outcomes through: LCAP goal development, training and technical assistance, and legislative updates and compliance. The FYSCP team collaborates with school district foster youth liaisons to ensure FYSCP services are optimized for student success throughout the county.

FYCSP also participates in, and provides administrative support for, the multiagency Executive Advisory Council (EAC).

The core Foster Youth pilot programs began operating in 1973. The success of these programs led, in 1998, to the establishment of a statewide system of programs established by Senate Bill 933, Thompson, Chapter 311.

The Foster Youth Services Coordinating Program is fully funded by a grant through the California Department of Education. In 2015, Assembly Bill 854 was passed and changed the Foster Youth Services (FYS) program to a Foster Youth Services Coordinating Program (FYSCP). This changed our program from a direct service model to a capacity building coordination model. AB 854 states that FYSCPs are to “coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils pursuant to a foster youth services coordinating plan with the purpose of ensuring positive educational outcomes.”

This bill also required the establishment of a local interagency Executive Advisory Council (EAC). “The role of the EAC is to establish the manner in which services are to be delivered for pupils in foster care with the greatest needs, including developing a Foster Youth Services Coordinating Program (FYSCP) Plan, collaboration with multiple agencies to ensure educational practices are in place to improve school stability, appropriate placement and educational records transfer to utilize effective multi-agency educational case management to address the specific educational needs and services for foster youth in California.”

FYSCP Services

The Foster Youth Services Coordinating Program (FYSCP) is fully funded by a grant from the California Department of Education. The purpose of this grant is to build the capacity of our 23 districts and assist them in increasing educational outcomes for foster youth in Riverside County.

FYSCP partners with districts to advance foster youth outcomes through:

  • Assistance with reviewing CALPADS 5.7 reports for foster youth.
  • Verification of foster youth status (CWS/CMS).
  • Collaboration with county departments and agencies, including local colleges and Independent Living Programs.
  • Training for all stakeholders on critical issues, including educational rights, legal mandates, and other school related topics.
  • Support related to policies and practices.
  • Executive Advisory Council (EAC) Meetings designed based on district feedback featuring presentations by districts on best practices, agency news from DPSS, Probation, and Behavioral Health. Council members provide valuable feedback on the local needs of foster youth as well as determining the direction the FYSCP will take for each grant cycle.
  • Guidance to districts on meeting the requirements of the Every Student Succeeds Act (ESSA) Transportation requirements for foster youth.
  • Facilitate disputes that arise among agencies financially responsible for ESSA transportation.

RCOE’s Division of Educational Services and Foster Youth Services Coordinating Program, work together as collaborative partners to provide comprehensive support to districts eligible for differentiated assistance based on the foster youth student group performance level indicators on the California School Dashboard. Differentiated assistance supports are tailored to meet the unique needs of the eligible district. The FYSCP serves as a thought partner for districts by providing support in:

  • Root cause analysis
  • Review of district data to determine areas of strength and opportunity for growth
  • Capacity building by training staff to meet the needs specific to foster youth

  • AB 490 (School Stability/School of Origin).
  • AB 216 Minimum state graduation requirements.
  • Laws and regulations related to the education and welfare of foster youth.
  • Understanding the needs of foster youth.
  • Understanding the child welfare system.
  • College transition of foster youth (California Chafee Grant, Guardian Scholars, College Application Process, FAFSA).
  • Trauma informed practices.
  • Sharing of best practices (districts and other county offices).
  • Building a district wide foster youth mentoring team.
  • Other trainings as requested by districts.

The Foster Youth Services Coordinating Program frequently organizes Special Events for foster youth students. These special events help provide the motivation and inspiration students need in order to succeed.
