The Riverside County Superintendent of Schools, Dr. Edwin Gomez, authorized an extraordinary audit of the Val Verde Unified School District (VVUSD) under Assembly Bill 139. This action was taken due to concerns about the district’s relationship with Pegasus California School in Qingdao, China, and the belief that fraud, misappropriation of funds, or other illegal fiscal practices may have occurred.

The audit examined:

  1. Whether VVUSD had legal authority to issue California high school diplomas to nonresident foreign students attending Pegasus; and
  2. Whether there is evidence of fraud, misappropriation of funds, conflicts of interest, breach of fiduciary duty, or other unlawful fiscal practices in connection with that relationship.

Key legal findings of the audit include:

  1. Unauthorized issuance of diplomas
  2. Evidence of potential fraud and illegal fiscal practices

Formal notification of the audit's completion is being delivered to the offices of the Riverside County District Attorney, the State Controller, and the State Superintendent of Public Instruction.
